WCDC was established as a benefit for Annie Penn/Cone Health System employees. They are given first priority, siblings of enrolled children are second, members of the church third, and remaining slots are open to the public. A wait list is maintained for any available slot.

The Center has 67 children enrolled and 11 staff members. Ages are 6 weeks to 5 years for the full-time program, and 5 years to 12 years for before- and after-school care. For those children enrolled in the before- and after-school care program, full-time care is available during the Summer, on teacher workdays, and on snow days.
